Assessing the Role of National Public Health Institutes in Health Emergencies: Insights on NPHIs and the Global Health Emergency Corps (GHEC)

IANPHI, with funding from the Gates Foundation, undertook a survey and interviews to understand the role of National Public Health Institutes (NPHIs) during health emergencies. The survey reviewed the domains of the Global Health Emergency Corps (GHEC) framework and it was applied nationally through NPHIs.

The GHEC, with its secretariat established at the WHO, is a network of networks which are aligned with public health emergency management and focuses on three key domains: rapid response and surge mechanisms, health emergency workforce, and connected leadership.

The aims of IANPHI’s work were to document the current state of knowledge, understanding, and operational practices of NPHIs during health emergencies. The findings allow further targeted operational strengthening of NPHIs within national health emergency architectures. The platforms and foundations built during non-health emergency times will enable NPHIs and system partners to coordinate, respond, deploy and surge during a health emergency and build on established connected leadership structures within and across countries.
